Functions of ZSB:
ZSB functions as welfare office for all Ex-Service Men (ESM) of Indian Army, Navy and Air Force and their dependent family members, residing in North 24 Parganas District. However, this office is not mandated to look after welfare of Para-Military Forces and Central Police Forces personnel and their families. Detailed Functions of ZSB are as follows:-
1. Registration of ESM and issue ZSB Identity Cards to ESM, Widows and Dependents Family Members.
2. Sponsor ESM for various Govt and non-Govt jobs as per registration seniority.
3. Facilitate ESM and families to get various welfare grants given by the Govt of WB.
4. Disburse “Grant-in-Aids” to Veterans and Widows of World War-II soldiers.
5. Disburse District Charitable Relief Funds to the Needy ESM & Widows.
6. Process and verify correctness of Online Applications for Various Grants Given by Central Govt through Kendriya Sainik Board (KSB) and also by the Armed Forces.
7. Help ESM and Widows to resolve Pension Related problems. Help eligible family members of ESM to prepare and process Family Pension claim documents.
8. Take Up Cases with Various Military Record Offices to Update Personal and Family Data in Service Records Offices. Change and Rectify Errors in Personal Details, existed in the Service Records of ESM. Publication of Part-II Orders /NAVPEN Orders /POR after necessary correction, updating and changes in Service Records and make Entries /amendments in the Discharge Books of ESM / Widows. Also, take Up Case with SPARSH and various Record Offices to Issue Corrigendum Pension Pay Orders (PPO).
9. Process application from ESM and families to change their Home Addresses in Record Offices and also Issue “No Objection Certificates (NOC)” for Transfer Home Address from this ZSB to ZSB/RSB of other District/State.
10. Taking up Cases of Grievances received from Serving Soldiers and ESM with SDOs / BDOs / SPs /Police Stations /Panchayat Pradhans/ Municipality Chairman’s etc of respective areas and help in resolving grievances serving and retired soldiers.
11. Distribution of Armed Forces Flag Day (AFFD) materials and Collection of AFFD Donations from ESM, General Public, various Govt /Non-Govt Offices, Educational Institutes, Public and Private Organisations etc for onward submission of proceed to RSB, every year.
A. Financial Assistance from Govt of West Bengal.
1. Grant-in-Aids for WW-II Veterans/Widows.
(a) How Much is the Grant : Financial assistance of Rs 3000/- PM.
(b) Who are Eligible : All Soldiers (their Widows), participated in the World War-II.
(c) How to Aapply : Apply at ZSB, Barasat. Recommended through RSB and approved by Govt of WB.
(d) Whom to Contact: Clerk at Counter Number-6 of ZSB Barasat.
2. Book Grant by Govt of WB.
(a) How Much is the Grant : To purchase books, stationary, Uniform etc. Grant Amount: Rs 4000/- to Rs 10000/- (one time).
(b) Who are Eligible : Class one to Post Graduation and Professional Courses students of ESM. Only Children of ESM up to the rank of Havildar and Equivalentin IAF and Indian Navy are eligible. If you get Children Education Grant from KSB, then you are not eligible.
(c) How to Apply : Apply at ZSB, Barasat. Forms are available at Counter No 2.

3. Daughter’s Marriage Grant from Govt of WB.
(a) How Much is the Grant : Financial Assistance for Daughter’s /Widow’s Marriage. Rs 20,000/- (15 Cases per year and onetime payment).
(b) Who are Eligible: Daughter / Widow of Havildar rank and equivalent of other Services are eligible. If you have received Marriage Grant of Rs 50,000/- from KSB, then you are not eligible.
(c) How to Apply : Apply at ZSB, Barasat. Forms are available at Counter No 2.
(d) Whom to Contact : Clerk at Counter Number-5 of ZSB Barasat.
4. Ex-Gratia Grants from Govt of WB.
For the Defence personnel, who sustained more than 40% injuries / killed in operation. Apply through ZSB (Counter No 2).
5. Gallantry Awards from Govt of WB.
Cash Awards to Defence Personnel who are recipient of various Gallantry Awards. Apply through ZSB (Counter No 2).
B. Financial Assistance from Kendriya Sainik Board (KSB).
1. Children Education Assistance (CEA).
(a) How Much is the Grant : Rs 1000pm (Rs 12000/- per year /per child, up to two children paid in one lump sum).
(b) Who are Eligible : Children of ESM and Widows up to the rank of Havildar and Equivalent in IAF and Indian Navy are eligible. Class one to Post Graduation for children of Widows. Class One to Graduation for Children of ESM.
(c) How to Apply : Apply online at KSB Website (www.ksb.gov.in). After that visit ZSB (Counter No 5) for verification of original documents. Apply between Apr- Nov each year. Renewal online directly in KSB website for subsequent years.
(d) Whom to Contact : Contact Clerk at Counter Number-5 of ZSB Barasat.
2. Daughter’s Marriage Grant by KSB.
(a) How Much is the Grant : Daughter’s Marriage Grant of Rs 50,000/- per daughter for maximum of TWO daughters are admissible.
(b) Who are Eligible : Daughters of ESM/Widows up to Havildar and equivalent ranks of Navy and Air Force are eligible.
(c) How to Apply : Apply online at KSB Website (www.ksb.gov.in) within 180 days from the Date of Social Marriage or Date of Marriage Registration, whichever is earlier. After that visit ZSB for verification of original documents.
(d) Whom to Contact : Clerk at Counter Number-5 of ZSB Barasat.
3. Penury Grant.
Rs 4000/-PM Grant is given to only Non-Pensioners ESM and Widows, above 65yrs of age. Apply online in KSB portal and renew directly in KSB Website, every year.
4. Prime Minister’s Scholarship Scheme (PMSS).
(a) How Much is the Grant : Rs 2500/-pm for Son and Rs 3000/-pm for Daughter.
(b) Who are Eligible: Children of ESM and Widows of All Ranks below Officers Ranks. Only disabled children of Officers/Widows are eligible.
(c) How to Apply: Apply online through KSB Website (www.ksb.gov.in). After that visit ZSB for verification of original documents. Apply between Apr-Nov each year. Renewal Online directly in KSB every year thereafter.

C) Registration of Ex-Service Members (ESM).
All ESM who have retired from military Services (Army, Navy and Air Force) must report to ZSB immediately for registration and issue of ID Card.
D) Issue of Identity Cards.
All ESM, who have recently retired from Armed Forces are issued with ID Card from ZSB. Also, ID Cards are issued to Widows and eligible Dependents of ESM and Widows. Further, old, soiled, defaced and Lost ID Cards are replaced by the ZSB
E) Updating and Correction of Personal Data of ESM In Military Service Records.
Currently, most ESM have errors in their Service Documents held in the Military Record Offices. These documents need to be updated and corrected to match civil documents, to avoid digital mismatch. ZSB staff will assist all ESM/Widows to process documents with Record Offices and get their documents updated and corrected to resolve digital mismatch. So that, they won’t face any difficulties in getting Pension and other Benefits.
F) Providing Assistance in Getting Family Pension.
ZSB staff helps widows, Disabled Children, Unmarried or Widowed or Divorced Dependent Daughters to get their Family Pension as per eligibility criteria.
G) Providing Job Assistance.
ZSB sponsors ESM for various jobs, as per requisitions received from Govt Departments/ Semi-Govt agencies/ Public Sector Banks and other public and private organisations.
H) Success Story / Case Study / Unique Initiative.
(a) Creation of ZSB Telegram Channel /Group.
To effectively and quickly disseminate various important procedures regarding preparation of documents, information regarding job offers, welfare schemes for ESM and families and other useful information, a Telegram Channel has been Created and is being operated by the Gp Capt Sanjoy Bhattacharjee (Retd), Secretary ZSB. It is a personal initiative of the Secretary, ZSB. All ESM and Dependents of ESM residing in this district are requested to join this Telegram Channel and get benefitted from this unique endeavour. All ESM and Pensioners /Dependents are requested to install Telegram App in their smart phones and click on the link https://t.me/ZSBBARASAT to join this Telegram Group.
(b) Helping ESM and Widows through WhatsApp.

(c) Meeting ESM and Families in the Remote Areas of the District:
Gp Capt Sanjoy Bhattacharjee, Secretary ZSB had visited many areas of the District on invitation of ESM Associations, such as Kachrapara, Gopalnagar, Barrackpore, Taki, Barasat, Baduria, Thakurnagar etc and interacted with the local ESM and their family members to resolve their various problems. These interaction meetings have generated substantial good will and benefitted ESM community to a large extent.
(d) Col PP Barik, Secretary, Rajya Sainik Board visited this Zila Sainik Board:
had interacted with the Office Bearers of various ESM associations and general visitors. He has addressed the gathering in the ZSB and also met ESM community while on a visit to Gopalnagar area.
